Permission problem when Sharing an account, bug or my miss understanding ?

Sharing account bug or my miss understanding ??!

User access to the accounts that is share with him is affected by the user Role not the share permission (View/Modify)

Let make an example! I have a user that i want to give him access to use some passwords without knowing the pass (View Only), and also some other passwords that i want to be managed by that user (Modify access) and he/she be able to change them anytime.

If I set the role as "Pass User" than share some accounts with modify privilege , i will see that that specific user has no access to copy or modify that pass.

If I change the user role to Pass Admin the he/she can change all shred password with him including the ones who shared with View Only Permission !

Unfortunately this problem exists with the resources created/added by user too, the Role settings overrides the user permissions to  created resources by himself too.

Again if i give him "Pass Admin" Role he will have modify access to all accounts shared with him including the ones who are shared wuth "View Only" Permission

If these issue resolved, i think it would be better to change "View Only" to "Use Only" it could be more clearifying.
