Password Reset Not Honoring Password Requirements

We have a password policy established in ADManager Plus (Admin -> Password Policy)

If our Service Desk resets a password to a random password, it adheres to our policy.  However, if the Help Desk agent enters their own password, it does NOT adhere to the Password Policy.

I do not see any option to turn off the ability for our Help Desk agents to enter their own password from the Password Reset Console.
