Outlook Client Blocked on Mobile Devices

Hi all

We were using Mobile Device Management through ManageEngine for a few months but have just disabled conditional access due to issues users were experiencing.

Now that CEA is turned off, mobile users on Apple and Android are still being blocked from accessing Exchange Online using Outlook. Are there additional steps I need to take to disable conditional access?

Device IDs are getting blocked by Exchange Online. 

Any ideas?
