OU Based installation

I'm not sure if this is a feature request or a bug report.
I deploy clients based on Organisational Units in Active directory. Depending on the OU, a different set of Software is installed on the client. This currently works fine, if a client already existed in this OU (e.g. if the client is reinstalled).
But if i put a new client into the OU, it won't be added to the configuration group and no software is deployed until I edit the configuration and hit the deploy button. But this causes, that the software is deployed again on all clients in the corresponding OU.
Can this be fixed (new clients are automaticly added to a configuration target) or is there another way deploy software automaticly?
