OpManager Will not start.

I have been having issues getting OpManager 5.6 running on a windows 2003 server. I have looked through previous threads on resolutions to this issue and have tried using the batch files found in to manually start it C:\AdventNet\ME\OpManager\bin and I have also renamed the my.ini file that was recommended in another thread, so far it still refuses to run and there is no noticable startup even though the service is started.
When trying to use shutdownopmanager.bat and try to restart it I notice that it is not able to shut down the server through the webserver due too a failed connection to the localhost, even though the program is installed locally.
Any tips or resolutions to work out this problem will be greatly appreciated.
