OpManager Run System Command issue

I am using OpManager build 7102 on Windows 2003 Server. I am trying to run a system command that craetes an sends an SMS through a gateway (in Australia it is not so easy to get email to SMS).
The command works properly but the alert message from OpManager does not come through to the command line as documented. This means we don't know why OpManager is sending the SMS.
I am including a screenshot of the screen in OpManager to show that both 'Err append' and 'Append' are checked.
Any and all suggestions and comments are welcomed.
