Opmanager Run Program Does not work

I am trying to run a simple batch file which creates a file with a echo statement
when some threshold is breached.
When I create and say test actions it says Program executed successfully but nothing actually happens. The script manually works.
Can you let me know if it could be any permissioning issue? if yes how to go about solving it?
