OpManager fails to authenticate correctly via SNMPv3 to Cisco Device.

I'm running OpManager version 8723.

Cisco settings:

User name: netsnmp
Engine ID: 800000090300001AA1426408
storage-type: nonvolatile active
Authentication Protocol: SHA
Privacy Protocol: DES
Group-name: readonly

This is the output from when OpManager tries to authenticate with the router.  I have already setup the 
SNMPv3 for the creditials in OpManager.  For some reason when the server sends a request is using
the (security level: noauth) and a (username: initial) instead of the credentials that I'm inputing.

If I run this command from a linux server then I get authinicated with the Cisco Router and a bunch of information from the SNMP sub system.

# snmpwalk -d -v 3 -a SHA -A password -l authPriv -u netsnmp -x DES -X password 172.5.5.247:161 system


This is the output from the Cisco Router showing that it authenticates the request from the Linux system.
