Opmanager can't find device with telnet port open

I need your help
How to scan network but the Router i want to scan can't be ping but port telnet is open but opmanager can't not find the device but i can telnet that device.
I already delete the device and Use Discover -> Add New Network option to add the network. but the problem not solve
