Opmanager 10100 - unable to connect to NCM plugin

Opmanager 10100 - unable to connect to NCM plugin

I'm using my own cert to SSL opmanager (build 10100).  Works fine with opmanager, and oputils6 plugin (IPAM & SPM).   But I have not been able to access NCM, since the upgrade.
 
Here's what I've tried.  Uninstalled all of NCM.  Downloaded the new version.  Installed fresh.
