openSuSE 12.1 x64 - OpUtils7 - cannot bind port 69

I've installed OpUtils free edition on my linux box (opensuse 12.1 x64) successfully.
The oputil admin page came up, and when i tried to do add a device on "Config file manager", i get "Unable to bind to port 69".
Actually, i checked the oputils knowledge base, i'm sure before running oputils, the port was not occupied and oputils has been installed and executed by "root" user. still i get this error.

After running oputils, the TFTP port is occupied by oputil:
# netstat -aon | grep 69
