Only administrator can establish a connection on remote control

Only administrator can establish a connection on remote control

When I create a technician with remote control capabilities, It cannot connect to the work stations while when using the administrator account it easily establish the connection. Is their an additional setting that i should do to perform remote control using other accounts?
