OfficeUpdateError: Patch already installed

Hi, we am seeing the error above on several PCs when applying Patch ID 22173, mso2010-kb3141538-fullfile-x64-glb.exe.

Do you know why we see this error if the patch is applicable, and if it is not applicable, why DC said it was?
