I seem to be missing something very simple.  To my knowledge when I have added a note and checked the "Show this note to requester." option.  The requester got something.  Well, I have noticed of late that is not happening, and what is odder still is that I distinctly remember an option under Notification Rules for this where I could edit the template involved.

When a requester is notified via the @name option it does send a notice, and that works fine but simply checking that box does not seem to trigger anything.  Am I losing my mind?  And if I am losing it, what should happen when that checkbox is checked?
