I'm trying to create a notification profile that will notify the appropriate manager when a user account has been deleted.  I've already created the notification template (User Account Deleted Notification Template) that sends an email to the IT Department and the manager.  I've also created the notification template with the following details:

Profile Name: User Account has been deleted

Description: xxxxxx

Profile Criteria: 

1. Action > Is > Delete Users

Notification Template: User Account Deleted Notification Template

I'm not getting the email when deleting users.  I have other notification profiles configured for new users and modified users that work perfectly fine.  I just can't get deleted users to work.  I've attached a screenshot of the notification profile.
