only two notifications are working ( email notification)

1. notify requester when new request is created

2. notify requester when request is resolved.

but in other cases like below notification is not working although we have selected the option same like 1 and 2

3. notify requester when request is assigned by technician

4. notify technician when request is assigned to him etc....

can you please describe why this happening? is there any solution?
