Notification Bell Doesn't work

Before some updates, the notification bell stop works.
I See another topics and follow the steps and nothing.
I check the "Server.XML" file and it's Ok:
I check if port 8081 is open and it's ok too. Open and Estabilished:
Follow attached the xml file to analyse.
Can you help?
