Notes within Tickets

We place all of our troubleshooting steps within the "Discussion Notes" section to avoid going through the different tabs.
Is there a way to move the "Discussion Notes" Section to the top of the ticket? I dislike how I need to go to the very bottom past the Request/Requestor details in order to see the troubleshooting steps taken. Having them be right above or below the E-mails would be great. Can't figure it out.
