No Applications Available in Managed Play Store

We are having a problem where devices that have been sat in staging, and are then assigned a profile and group with associated apps are not able to get any of our approved applications from the play store. We have a case open but aren't really getting anywhere, we are on our second set of submitted logs and awaiting another remote session.

Its happened across our latest batch of devices that have been sat configured awaiting distribution for the week and the only way we are able to resolve this is a full wipe and setup again and assign a profile immediately.

The account is showing in the play store, just none of our approved catalog that is assigned to the group the device is in. Even pushing applications doesn't work. The apps show up fine in the ME MDM App catalog, just not in play store.

Has anyone else come across this and have a solution? Really would like to avoid having to reset and start again on 150 phones.
