New Hardware Detection/Notification

I configure DC email alert for:
When any new hardware is detected on the network.
To test, I attach a USB drive to a managed client, copy a file, remove drive, do a scan, and no email notification is sent.
I attach a USB drive to the same managed client, do a scan, and email notification is sent.
Is this functionality limited to what ~new hardware is attached at the time of scan, or can/does it read from the client's system event log?
If limited to time of scan, how often can scheduled scans be made? Limited to daily and longer?
Also, it appears that on subsequent scans with the same USB drive attached, no additional notifications are sent. Is there any way to configure this (selectively) to where each ~occurance of a drive being attached notifies the admin?
I relate this to how re-installation of a known/recognized software package doesn't kick off a new "new software installed" entry in the log...
