Nested resource groups

We originally only used Password Manager Pro for one team in Operations so weren't to bothered about what I am about to describe. We now want to expand its usage to the reset of the department and people outside of the immediate department as well and have come across a an annoying feature in the way the application handles resource groups and their nesting.

Simply put, We want to be able to do the following:
Have an 'Operations' resource group which the Operations manager has over arching control of. Beneath that, we want sub-resource groups which correspond to the various teams in Operations such as Systems, Network, Security etc and have the team leaders control each of these groups but not the other groups. That way the Operations manager does not need to manage the day to day goings of the various Operations teams.

One of the issues we have come across is with  the way resource group creation seems to default to. So, if the Systems Team Leader who is a password admin who also has manage permissions for the Systems resource group needs to create a new resource group under the Systems resource group, they can't, all they have the ability to create this resource group under is their own default group. Is there a way to do this without the need of jumping through half a dozen different hoops (such has transfer ownership etc to the Operations manager who can then put it under the correct sub-resource group etc)?
