Need Assistance in configuring mail fetching

I set up the mail fetching for Outgoing email successfully using SMTP on port 25. The issue is that I need a way to set up ITSD incoming mail so that it will take an email that is sent to the Helpdesk and automatically import it into a ticket.
Because we are using Exchange 2003, we only use SMTP. Turning on POP or IMAP is not an option.
Is there a way to do something in the business rules that would accomplish importing and logging the email?
