NCM page not found & Netflow error 500

We have the Opmanager 8721.
I tried to install the Netflow and NCM plugin.
Both do not work from start.
NCM : [!] Sorry, the page you requested was not found.
Netflow : Apache Tomcat/5.0.28 - Error report
