Moving ServiceDesk Plus from Windows Server 2012 to Server 2019- Restore fails, Fresh install Service won't start- multiple issues

I'm not sure if others have experienced this but I've been trying to move our ServiceDesk Server from Server 2012 to Server 2019 and after trying every possible method to tackle this- starting from the absolute half baked instructions on moving it which is do a full backup on the current service desk service and run restore.bat once the new install on the new server is completed to un-registering the wrapper service- to flat out moving the whole ManageEngine folder directly to the new server and overwritting the files,  nothing works- I managed to get it to work ONE time by shrill luck- by using a backup that was done apart of the automatic backups in the Advent folder- and running restore.bat - its also a PostgreSQL database the (default) type just to note- so there is no method as to why one in every 100 backups done trying to restore it actually successfully restore it- other wise the CMD window just disappears, only errors I've seen are ones mentioning tables- but that flashes even on the one backup that did work, What I'm thinking at this point is that its an issue with Windows Server 2019- they removed the Interactive Services Service which might have something to do with it- because even just installing the latest version of ServiceDesk Plus- and finishing the install- after hitting start server- the box displays shortly and disappears and then you go to Task Manager and check the Service Desk Server service and it eventually just stops! for no reason! doesn't make sense. Even on a clean install with nothing done...

I've worked with support who instructed the same steps over and over again which is useless. So I have no idea what can fix this but it's insanely buggy software.
