Missing Event Log Rules

Missing Event Log Rules

We recently noticed that we now can only see Application and Security Event Log when trying to create a new event log rule.  We are missing System and any other event log monitoring. I know that these existed before, but cannot determine how long this has been a problem.
 
How can we get the standard System Event Logs back? Can we create a "Custom" Log so we can add a System Event Log Event?
 
After seeing this issue, we upgraded to the most recent version of OpManager (8051) and the items were still missing. 

Please advise.
