Merge Requests Option Unavailable

Merge Requests Option Unavailable

We are using SD+ 5.5, Build 5507. When we attempt to merge requests, we find that the Actions->Merge Request option is unavailable sometimes. What are the conditions that SD+ uses to display or not display the Actions->Merge Request option?
