Memory utilization numbers off by about 30% sometimes

I have a couple of servers where the difference between the amount of physical ram in use on the box and the amount opmanager shows are different. I have a server right now that has been running at 100% ram utilization, yet opmanager shows it as only 70%?
The odd thing is that task manager will show 100% ram usage, but the process tab does not add up, i.e. all the ram tracked to a process shown in task manager does not add up to 100%. There is a discrepancy roughly equal to the same amount that opmanager does not show in the graph. One of our Oracle guys said that oracle reservers a certain amount of memory that wouldnt show up without running an oracle based utility--I am pretty skeptical of that. SQL always shows up as a process and reports how much ram it is using. Even leaky apps usually will report how much memory is being hogged by their process.
It's weird that other performance monitoring utilities will show the correct amount of ram in use, but opmanager does not. It's difficult to use this tool to graph this suspected leak or whatever it is...because the graph just happily reports only the amount that is accountable in the process tab...
