ME MDM won't install on mac OS

After updating the server and updating the APNs certificate, stopped installing ME MDM on mac OS.
ManageEngine MDM App has a notification:

Install ME MDM app silently on devices
ME MDM app must be installed on the device to utilize features such as Geo-Tracking etc., Purchase the free ME MDM app through your VPP account to distribute and install it silently on devices. Learn more | Add ME MDM app in VPP
 Apple Business Manager does not work in my country.
There were no problems before the Updates.
Is it possible to fix it?
