Massive memory leak(?) on startup

Immediately after booting, with NetFlow service disabled, my winXPsp3 machine normally uses 390MB.
After enabling the NetFlow service, and rebooting, the machine is using 1.35Gig!

That's almost 1GB ram used, for what is essentially a program to listen to datastreams and log them into a database!!!!

When I look at Processes running, there are two:

mysqld-nt.exe = 125MB
jave.exe = 115MB

Even just looking at these figures, I can't believe how much memory these guys are using, for what should be a relative simple logging operation (with no  GUI running).

But even accepting the bloat on these two programs, it still doesn't add up to a GB.

Any explanation? A memory leak perhaps?
