Is there a way to make Worklogs mandatory before closing a task for a specific Group or even Task Template? Perhaps adding a Task Lifecycle?

Currently there is no Task Lifecycle and Tasks are where we track Worklogs. The issue lies in the fat that Requests have single assigned Technicians but numerous people can work on a Request via Tasks.

If there are multiple Tasks assigned to different Owners, than under the current Request Lifecycle limitation (Transition-Close Mandate, Worklog should be added), only a single Technician or Owner that worked the Request would need to create a Worklog to satisfy the mandatory setting before that Request would be allowed to close.

I'd like every Task Owner under a single Request to be required to add a Worklog before their Task can be closed. Because my Requests require the closure of all Tasks before it itself can be closed, the Technician and Owners that worked on that Request would all have Worklogs mandated.

To complicate matters, this functionality would not be used by all Groups in the company, thus the need to either be able to select a Group in Closure Rules, utilize templates, create a Task lifecycle.
