is there a way to create a Custom Function that reset content of User name text field (Requester) when the item of Site is changed during the creation of a new ticket?

Or to keep Site field always not editable?

Cause I have a strict relationship between User and Site and I don't want to allow Site changing once the User is defined in is own field
