The previous blog from MS has indicated a delay in the Patch Update release for February 2017. 

This was updated in the below forum post,
However, there is an update today regarding the further delay in release ,
UPDATE: 2/15/17: We will deliver updates as part of the planned March Update Tuesday, March 14, 2017.
on the same MS blog
So, please be informed that the patch update for Feb-2017 would be delivered along with Match 2017 updates.
