When/If I Enable Password Strength Level the user gets the false impression that there password is "Good" despite the Domain Password Policy saying otherwise.

Details:

Lets say I have a Password Policy of a minimal password length of 7 characters and Complexity is enabled. According to the non-editable "Good" password strength I only need 6 characters before the password strength will display "Good". Similarly with the "Too Short" setting. Too Short should be set to 6 characters in this example not 4. Weak should check for complexity but at the very least it should also check for the minimal character count.
