Mac OS and Windows users seeing "Your local authentication password has expired"

Mac OS 12.3.1 with Safari 15.4 have intermittent/sometimes permanent issues logging into our self hosted servicedesk plus appliance. Appliance is running a proper SSL cert and secured. Running 13.0 Build 13008.

UPDATE: this is happening on windows machines, as well. A user reported the same exact issue. Loading up our servicedesk plus page in an incognito chrome tab allowed immediate ldap login without being prompted that the users password has expired and must be renewed. 

Mac users running Safari are finding themselves unable to log in when accessing the main URL to our Servicedesk Plus instance. The login prompt is redirected to https://servicedesk.domainname.com/changePwd.do?mode=view with the prompt being "Your local authentication password has expired. Create a new password and log in again." followed by fields to allow the user to set a new password after entering their existing password. 

Windows machines have no issues with logging in, we do not have a password expiration policy set at all in manageengine. Manageengine is not allowing a login what so ever on Safari regardless of the user having an expired password or not. Clearing cache, cookies, etc does not resolve. 1/10 times, quitting the browser entirely and re-opening resolves and allows a regular LDAP login.
