Linux CPU Utilisation

Does OpManager only report the User CPU % by default on Linux machines? The OID I'm using is .1.3.6.1.4.1.2021.11.9.0.
We recently had an issue were a server's init process stuck at 99% (according to top), causing the server to cease functioning on certain levels. Although the System CPU Utilisation was ~70%, OpManager only saw the User CPU Utilisation which was ~8% so didn't raise an alert.
Can you please tell me how to get the system to also monitor System CPU %? Or would it be better practise to monitor Total or Idle CPU Utilisation %?
