Lenovo M10 Android multi-app Kiosk Mode causes tablet to fail to start

I have a couple Lenovo M10 Android tablets running Android 10. I'm attempting to apply an Android Kiosk Mode policy to them, configured to allow multiple apps and using the device launcher. Applying the policy works as expected. However, once done, the tablet no longer boots successfully when restarted. It enters the a bootloader recovery mode and the only way to get it back to working is to perform a factory reset.

In my case, though, I have not disabled the status bar or status bar expansion.

If I apply other policies without the kiosk mode policy, the tablets continue to work and can restart just fine. I've tried enabling a variety of apps both for kiosk mode and for running in the background but that hasn't helped. I attached a screen shot of the kiosk policy that I tried most recently.

Is there an app I need to allow or some other setting I need to adjust for kiosk mode not to break these tablets?
