Issue with disabling Exchange mailboxes

Issue with disabling Exchange mailboxes

I am testing the process of disabling user accounts and have a Disable/Delete policy defined such that when an account is disabled, it is supposed to disable the Exchange email account. It appears to be deleting it all together as I am not seeing it in the Disconnected Mailboxes section of the Exchange console. The mailbox does disappear, but does not seem to be disconnected.

Initially I did not have the Exchange management tools loaded on the AD Manage server, but I have since installed them which has had no affect.
