Issue resetting user passwords for Local Authentication - SDP sending wrong password

In my environment (v11110), I have a mix of AD Users and Local Authentication.  I have set my Local Authentication password set to Random Password under ESM - Active Directory.  If I use the Reset Password for a User, the system requires me to specify a password.  When the user receives the email with their self-service login details, it gives them a different password.  

How do I get the system to send the correct password for resets?
