I'm not sure if this can be reproduced in other environments, but I'm seeing this on my cloud instance.
Patch Mgmt --> Patches --> Supported Patches under Patches.
I haven't checked in other pages such as Missing Patches / Installed Patches / Applicable Patches, etc..
When I give all available options in Approve Status as below screenshot details, it shows the results correctly:
Now if I remove the Approved value and query as below, its not showing the right results as we can see in the earlier query there were three Not Approved records:
