Is there any way to allow technician to raise ticket on behalf of any requester?

Is there any way to allow technician to raise ticket on behalf of any requester?

Hi,

Currently, technician can raise ticket on behalf of himself or any technician of his/her group but Technician can raise any ticekt on behalf of requester i.e end user.

is there any work around?

I am using ME SDP Standard Edition 
14.0 14003 MSSQL deployed in Linux RHEL 8.6
