Is there a way to be notified if another tech picks up a ticket

That is already assigned to you? 

Have a problem with one other tech that continuously picks up tickets that are assigned already to other techs. Is there a way to at least notify me or other techs when a ticket that is already assigned to a tech gets re-assigned or picked up by another tech?
