I deployed a configuration to a large collection 30 minutes ago. I would have expected a third of them to be applied by now, since the refresh cycle is 90 minutes. But it dawns on me that I haven't actually seem anywhere, that the refresh cycle is a random 90 minutes on every client.

Does all clients check in at the same time every 90 minutes?
