iPads losing wireless connectivity due to "Disable MAC address randomization" not sticking.

I have 15, one year old iPads in Kiosk Mode that are now losing connection to our wireless network. It seems that the culprit is the Disable MAC address randomization settings not sticking. At some point this gets turned back on and the iPads can no longer connect. Since they can't connect I can no longer manage them. This results in me having to factory reset the iPads, redo them in Apple Configurator to push out my Blueprints, and then reenroll. Not exactly a quick or hands off process... We have to have MAC address randomization turned off because this network has MAC address filtering. I know the issue isn't with our network as I have thousands of other devices, including Apple devices, connecting daily without issue. It's just these 15 iPads that are managed by the MDM. Any ideas as to what is going on?
