International charset support
There are some problems with international charset support. For example, traffic report (/jspui/traffic.jsp) look like this:

where instead '???' must be short month name '���' (cyrrilic/windows-1251 charset). Also there are problem with international chars in some titles like:
'???? - Dashboard View', where '????' is international chars. For PDF exported reports also there are problem with international chars. Can you fix it?
