Integrated Forums and API

Does SupportCenter Plus actually have an Integrated Forum? I can't see any further info on this but there are a couple of sections in the Product that make me think that this is available.

Could you advise on what integration is actually available. We would like to provide the users access to just the Solutions Database without using the Portal and we would like to be able to search this from the forum.
We are also looking at updating our Forum and wanted to know if whatever you use to produce your own forums is available as a product, but I suspect this has been prouduced for internal use?
I have been looking at the API integration and can't seem to get this to work it comes back with a Licence error

The Instructions say "

Click the Admin tab in the header pane to open the configuration wizard page.

Click API icon under Organizational Settings block.
If you have enabled multi tenancy through Business Unit, click Global Settings tab - > API under Application Settings block. The list view displays the API applications configured in SupportCenter Plus.
From this page, you can define an API application, edit and delete an application, e-mail the API Key, regenerate and disable the API key"
We don't have Business units enabled, so I'm guessing that this is the reason that this Global Settings>API isn't available?
so, basically, is making the Solutions Database available via a search using your API possible, if so do I need to configure Business Units and/or do I need an extended licence, and do you provide software for us to be able to produce a forum layout like yours that we could use inhouse and make this available to our customers?
We don't want the customers to use the portal, but do want them to be able to search the solutions database from a forum, thats the main goal.
Any thoughts anyone has on any of the above would be apprecaited.
