Spanish Windows server 2003

When i try to add an admin user it keeps tellin me the same error

Insufficient Privileges for WMI Queries.  Read KB

tried 1 user and the administrator account and the problem persist

Administrator name:

Administrador

Domain Admins group:

Administradores del Dominio
