Installing MSI file on computer only works as Command prompt 'run admin' or through GUI

Installing MSI file on computer only works as Command prompt 'run admin' or through GUI

Im having difficulty deploying software.

Ive desktop central, i have created a package and uploaded the file.
msiexec /i "Program.msi" /qn /log c:\swsetup\program-Inst.log

It never installs because it seems to bypass UAC that only being admin mode can work.

How does the community handle this? 
What is the standard process of overcoming this situation?
