I'm trying to install FoxIT PhantomPDF with a transform file. I can run all the commands from a command prompt and get the application to install without issue and install using windows group policy. However, I cannot get Desktop Central to install it. 

I have both the msi and mst uploading in the software package and the configuration is set for a computer configuration. Even on a brand new install of windows it just fails with error 1603. Any ideas on why?
