Incoming mail not fetching after stop/restart of fetch

I'm finding that I cannot seem to fetch new incoming mail.

I demonstrated to a group of other technicians the need to turn off fetching, make the changes, save it, then restart fetching.

But since then, no requests are coming in. I see the mail accumulating in the inbox, but SD+ is not grabbing it.

I've even restarted the server in case there was something hung on it, and the servicedesk manage engine is back up.

Any suggestions? A bug?
