Incident UDF Fields not available in custom report

Hi all,

I'm trying to create a custom matrix report using UDF fields we created for a custom Incident template.  When I use the Custom Report wizard to create the report, some of my UDF fields are available and some are not.  I checked the properties of my fields under Incident Mangement - Incident - Additional Fields and I can't see a difference between the fields that are available and the fields that are not.  

I'm trying to show an end user how to build reports for themselves, so I'm trying to avoid a custom query report that I have to build.  Is there any way I can get all of my fields available in the wizards?
